Whenever water or sewer service is begun to an owner’s or consumer’s property, the water, sewer and other charges provided herein shall begin immediately. Water or sewer service is presumed to have begun when an owner or owner’s representative applies for a permit and purchases a water meter to be installed on said property; provided, however that in the event the purchaser is a contractor acting on behalf of an ultimate owner or consumer, then the water and sewer charges shall not begin until occupancy of the property by the ultimate owner or the expiration of 365 days from the date of the application for and receipt of the water meter servicing said property as described above, whichever occurs first. In the event existing water or sewer service is shut off to an owner’s or consumer’s property, water usage charges, sewer usage charges and other usage charges provided herein shall begin immediately upon a request for the water or sewer service to be turned on and resumed to said property. These usage charges shall be in addition to mandatory minimum charges provided elsewhere in this chapter regulating the use of the water and sanitary sewer systems for the village.
