§ 51.015 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   APPROVED. Accepted or acceptable for the proposed used by the appropriate administrative official.
   BUILDING DRAIN. The part of the lowest horizontal piping of a discharge system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet outside the inner face of the building wall.
   BUILDING SEWER. The extension from the building drain to the public sewer or other place of disposal.
   COMBINED SEWER. A sewer receiving both surface run-off and sewage.
   CONNECTION and CONNECTION TAP. The union and the right to such union of the water or sewer system and an owner’s or consumer’s property.
   CONSUMER or USER. Any person to whom water from the water system is delivered or who discharges sewage into the sewer system.
   CORPORATION STOP. A cock or valve on a village-owned or operated main water line to which a line serving an individual user or property may be connected; no part of a line connecting an individual user or property to a village-owned and operated main water line shall be considered part of a corporation stop.
   INDUSTRIAL WASTES. Any liquid, gaseous or solid waste resulting from any process, industry, trade or business, or from the development, processing or recovery of any natural resource, together with such sewage as is present.
   INSPECTOR. Any person or persons duly authorized by the village to inspect and approve the installation of water lines and building sewers and their connection to the public sewer and water systems.
   MONTH. A calendar month.
   OWNER. As applied to a building or land, includes any part owner, joint owner, tenant, tenant in common, tenant in partnership, joint tenant of the whole or part of such building, or land, either alone or with others.
   PERSON. Any individual, firm, company, association, society, corporation or group.
   PERSONAL PROPERTY. Every species of property except real property.
   pH. The logarithm of the reciprocal of the concentration of hydrogen ions in grams per liter of solution.
   POTW. Any publicly owned treatment works.
   PRETREATMENT. Application of physical, chemical and biological processes to reduce the amount of pollutants in or alter the nature of the pollutant properties in a wastewater prior to discharging such wastewater into the publicly owned wastewater treatment system.
   PRETREATMENT STANDARDS. All applicable federal rules and regulations implementing § 307 of the Federal Water Pollution Control Act of 1972 (now the Clean Water Act, being 33 U.S.C. § 1317), as well as any non-conflicting state or local standards. In cases of conflicting standards or regulations, the more stringent thereof shall be applied.
   PROPERTY. Real and personal property.
   PUBLIC SEWER. A sewer in which all owners of abutting properties have equal rights, and is controlled by public authority.
   REAL PROPERTY. Land tenements and hereditaments and embraces all chattels real.
   SANITARY SEWER. A sewer which carries sewage and to which storm, surface and ground waters are not permitted.
   SEWAGE. A combination of the water carried as wastes from residences, business buildings, institutions and industrial establishments, together with such ground and surface water as may be present.
   SEWAGE SYSTEM. Mains, collecting lines, pumping stations, sewage treatment facilities and any and all other appurtenances common to such systems.
   SEWAGE WORKS. All facilities for collecting, pumping, treating and disposing of sewage.
   SEWER. A pipe or conduit for carrying sewage.
   SEWER SERVICE. The collection of sewage from an owner’s or consumer’s premises.
   SLUG LOAD. Any substance released in a discharge at a rate and/or concentration which causes interference to a POTW.
   USER. Any person, individual, firm, company, association, society, corporation, group or political entity who discharges sewage into the sewage system of the village.
   VILLAGE. The Village of Strasburg, in Tuscarawas County, Ohio, or any authorized representative thereof, including the Village Council, Mayor, Water and Sewer Superintendent/Village Administrator or authorized deputy or agent thereof.
   WASTEWATER. A combination of water carried as waste from residences, buildings, business buildings, institutions and any other industrial establishment together with such ground and surface water as may be present.
   WATER SERVICE. The delivery of water from the water system to an owner or consumer.
   WATER SYSTEM and SEWER SYSTEM. The water and sewer systems owned and operated by the village and all parts thereof respectively.
