§ 153.004 COMPLIANCE WITH REGULATIONS.
   The regulations set forth by this chapter within each district shall be minimum regulations and shall apply uniformly to each class or kind of structure or land. No building, structure or land shall hereafter be used or occupied, and no building structure or part thereof shall hereafter be erected, constructed, reconstructed, moved or structurally altered unless in conformity with all of the regulations herein specified for the district in which it is located.
   (A)   No building or other structure shall hereafter be erected or altered to exceed the height, to accommodate or house a greater number of families, to occupy a greater percentage of lot area, to have narrower or smaller rear yards, front yards, side yards or other spaces; or in any other manner contrary to the provisions of this chapter.
   (B)   No yard or lot existing at the time of passage of this chapter shall be reduced in dimension or area below the minimum requirements set forth herein. Yards or lots created after the effective date of this chapter shall meet at least the minimum requirements established by this chapter.
   (C)   Exceptions and variances to these regulations in specific cases may be authorized by the Board of Zoning Appeals where there are practical difficulties or unnecessary hardships in carrying out the strict letter of this chapter providing such exception is in harmony with the general purpose and intent of this chapter and in accordance with the procedures and provisions specified in §§ 153.190 through 153.195. Hardship shall be based on physical limitations of the land or structures and does not encompass financial considerations.
