Members of City Council, the Board of Control, and all boards and commissions within the city (herein "Members") will receive only electronic copies of legislation, draft legislation, applications, hearings, memoranda, or any accompanying or related document except under any of the following circumstances:
(a) Any material exempt from disclosure under the Ohio Public Records Act; or
(b) The Board of Control when following their current paperless procedures, and;
(c) Any document that cannot reasonably be transmitted electronically due to emergency, size of the document or lack of time to complete the transmission;
(d) Specific request by a Member to print a certain document or set of documents, made via e-mail correspondence to the employee who takes minutes for such meeting no more than three (3) days prior to the meeting at which the document is to be discussed; or
(e) Items that cannot be transmitted electronically due to technological failure or delay.
