   As used in this Section, “employees” shall refer to all full-time, permanent part-time, and seasonal employees of the City of Stow who are not otherwise covered by one of the following: O.P.B.A. Payroll Ordinance, I.A.F.F. Payroll Ordinance, or AFSCME Payroll.
   Full-time is the amount of time considered the normal or standard amount of working time during a given period. For the City of Stow, a full-time employee shall be defined as an employee who is hired to work eight (8) hours per day, forty (40) hours per week, fifty-two (52) weeks per year, provided, however, that the respective appointing authorities are hereby authorized, as necessary, to utilize, implement, assign and/or direct flexible time (flextime) procedures and use for, and by, employees to improve departmental efficiency by reducing overtime. Flexible time (flextime) must be assigned and used within the same forty (40) hour calendar week.
   Part-time employees are defined as those employees working less than customary standard hours on a yearly basis as defined in full time. Permanent part-time employees are employees that work on a year round basis. Seasonal employees are employees that work less than six (6) months in a calendar year.
