921.04 FIRE PROTECTION SERVICE.
   (a)   A fire protection system shall be connected to a City water line in order to establish fire protection service. The water service line does not require a meter when it is dedicated exclusively to a fire protection system and/or fire hydrant. A fire protection system within a building shall be equipped with an automatic alarm that sounds either inside the building, outside the building or to a central alarm station and it shall activate whenever water is passing through the system. Installations involving detector check valves shall be billed as unmetered service. Detector check valves are to be provided by the owner and shall be a brand and model approved by the City of Stow.
   (b)   Where metered fire protection systems exist, in addition to the monthly rate specified in subsection (c) hereof, the owner shall pay for water used through such line(s) at the rates established in Section 921.03(b) less the billing charge.
   (c)   All customers with fire protection service shall be charged a monthly fee. The Fee shall vary depending on the largest sized pipe diameter used within the fire protection system and whether the service is metered or unmetered as follows, effective with the billing sent to customers in the first month after the effective date of this section. Subsequent increases will occur annually effective that same month:
