(a) All premises using City water shall be equipped with a water meter except that water service may be supplied at a flat rate until a meter is installed. All City water users shall be charged for water and fire protection service in accordance with the methodology contained in this chapter.

(b) Effective with the January 2005 Billing, users supplied with City water service shall pay the following monthly fees:

Each meter shall be considered a separate billing unit in applying these rates. It shall be the duty of the owner of the premises/water customer to maintain in proper working order all plumbing connected to the water meter, including water shut-off valves. Unmetered water use by single-family residences shall be charged an estimated usage of 9.33 hundred cubic feet (HCF) per month.
If, in the future, the cost of water provided by the City of Akron to Stow is increased above the cost in existence at the time of the commencement of the Akron/Stow water agreement, the monthly user rate shall be automatically increased to a rate which will yield sufficient additional revenue to enable the City of Stow to pay the increased cost of Akron water from the Stow Water System Budget.
If Stow City Council approves capital improvements for the Stow Water System, the monthly user rate established herein shall be automatically increased to a rate which will yield sufficient additional revenue to enable the City of Stow to pay either the cost of such capital improvement or the debt service associated with such capital improvement from the Stow Water System Budget.
If the Stow Water System user rate is automatically increased due to either, or both, of the above circumstances, the Mayor and Finance Director shall immediately file with City Council a written statement advising Council members of the amount and effective date of the rate increase necessary to comply with the automatic monthly user rate increase requirements of this Section (i.e., 921.03 (b)).

(c) Each applicant for new water service shall pay, in advance, a construction meter fee for the water used during construction. The fees shall be per the following schedule:

(d) Fixed Income Citizen/Disabled Citizen Discount Program.
(1) The City of Stow Fixed Income Citizen/Disabled Citizen Discount Program ("Discount Program") shall apply only to qualified residential customers. A discount of ten percent (10%) shall be deducted from the water bill for qualified residential customers.
(2) A "qualified residential customer" shall be defined as an individual who:
A. Receives water from the City of Stow;
B. Owns and occupies a "Homestead", as defined in Ohio R.C. 323.151;
C. Has a total income which does not exceed three thousand dollars ($3,000) more than the maximum qualifying total income level for the Homestead Exemption;
D. Has, as their primary source of total income, retirement pensions and/or survivor benefits from a former employer, labor union, or Federal, State or other governmental agency; or, disability income; or, receipts from annuities or insurance; or, income from IRA plans; or, income from KEOGH plans;
E. Qualifies for a homestead exemption as a permanently and totally disabled person as set forth in Ohio R.C. 323.151 and 323.153.
(3) The term "total income", as used in the Discount Program, means the same as defined in Ohio R.C. 323.151.
(4) The Discount Program shall only be applied against the water charges set forth in Section 921.03 of the Codified Ordinances.
