SECTION 12.01 ESTABLISHMENT.

The Council shall, by ordinance establish a Civil Service Commission and shall provide which employees of the City shall be within the classified service and which shall be within the unclassified service. Such enactment shall also prescribe specific powers, duties and procedures of said Commission.
