(a) Sales of graves, lots and niches shall not be restricted to residents of the City. As used in this section, “resident” means a person who has been a bona fide resident of the City for one day or more, or who was a bona fide resident of the City immediately prior to entering a nursing home.

(b) The purchasing of graves, lots and niches shall be arranged through the Cemetery Specialist or his designated representative who will show the lots and graves which are for sale.
(c) The prices are fixed by the Board of Cemetery Trustees and Council, and are set out in Section 951.04.
(d) The right of burial or inurnment permit conveys only the right of burial or inurnment. The ownership or title to the land remains in the name of the City.
(e) Cemetery graves, lots or niches may not be sold to another individual by the owner. Graves, lots or niches shall only be transferred to the City for the original purchase price plus twenty-five percent (25%) of the increase between the rate in effect at the time of purchase and the rate in effect at the time of sale to the City. All right of burial or inurnment permits shall plainly display the words, "said permit is non-transferable except to the City of Stow pursuant to the terms contained in Section 951.01(e), C.O.S.".
