(A) The Council finds that the use of trucks on certain streets is unduly disruptive to the residents living along those streets. The Administrator shall erect appropriate signs on the streets which shall be designated as restricted to trucks during certain specified hours.
(B) The following streets or portions thereof are restricted from use by trucks or transport vehicles of larger than 2,000 pounds rated capacity and during the designated times following:
