(A) Whenever, pursuant to division (B) below, a street or any part thereof has been designated a play street and appropriate traffic-control devices have been installed clearly giving notice of this fact, no person may drive a vehicle upon such street or part thereof unless he or she resides there or has business there, and all persons shall exercise great care at all times when driving upon any play street.
(B) Streets or portions thereof are hereby designated play streets, and the Administrator shall install appropriate traffic-control devices that clearly give notice of such designation.
