No heating, ventilating or air conditioning equipment shall be installed or altered, except upon a permit first issued by the Building Department. The Building Department shall issue permits for the installation and alteration of equipment in all cases where application for the permits shall be made in accordance with the rules and regulations applicable thereto; provided, however, that, no permit shall be issued for installing or altering, by contract, the equipment, unless the person applying for the permit is licensed and bonded as a heating, ventilating or air conditioning contractor as required by this subchapter, and plans and specifications have been approved by the Building Department.
