(A) (1) All new buildings with basements, rooms or occupancy areas below ground level at the building site and served by the public or private sewer system shall have overhead plumbing.
(2) No building or plumbing permit application will be accepted, nor any building or plumbing permit issued, for construction of any structure unless plans and specifications therefor provide for overhead plumbing.
(B) (1) Footing drains shall be connected to sump pumps, and discharge shall be made into storm sewers, combined sewers or drainage ditches.
(2) No footing drains or drainage tile shall be connected to the sanitary sewer.
