§ 150.047 BUSINESS BUILDINGS.
   (A)   Permits and fees. Any person desiring to construct a business building may do so after obtaining a building permit as provided in §§ 150.020 through 150.026 and pay a fee therefor to the Village Clerk as provided in this section. The fee charged for commercial, industrial or manufacturing building permits shall be calculated at the rate of $0.15 per square foot of each floor of the building (including basement) as measured by the exterior dimensions thereof.
   (B)   Minimum area. No permit shall be granted for the erection of a business building unless the building has at least 600 square feet of first floor space and is at least 20 feet in width or frontage.
   (C)   Building lines. Business buildings may be built up to front and side property lines, but not less than three feet from the alley line.
   (D)   Fire limits. The portion of the village in an area bounded by North Avenue south to the alley, Mannheim Road east and west to the alleys and Lake Street north to the alley shall is hereby designated the fire limits of the village.
   (E)   Fire escapes and exits. All business buildings shall be provided with at least two exits and all business buildings more than three stories shall, in addition thereto, have approved fire escapes.
   (F)   Exterior walls. It shall be unlawful to construct or erect any building or structure in the fire limits of the village unless the exterior walls and roof of the building or structure are covered or constructed of non-flammable material; provided, this shall not prohibit the construction of wood porches, balconies or ornamental work no higher than the second story within the fire limits.
   (G)   Repairs. It shall be unlawful to repair any existing frame building within the fire limits after it has been damaged by any cause to more than 50% of its value.
   (H)   Construction; foundations. All business buildings shall have a foundation of not less than eight inches thick and four feet below ground level, with a poured concrete footing not less than 16 inches in width and eight inches in depth.
   (I)   Sills. Sills and wood plates on foundation walls which are used for joist bearing shall be not less than two inches thick.
   (J)   Girders. Wood girders shall be not less than six inches by six inches. Steel girders equivalent in strength may be used. In any case, all girders shall have adequate bearing on posts with piers and walls or pilasters sufficient to bear joists and partitions.
   (K)   Joists. Floor joists in one-story business buildings shall not be less than two inches by 12 inches at 16-inch centers, well bridged. First- and second-floor joists in two-story business buildings shall be not less than two inches by 12 inches at 16-inch centers, well bridged. Ceiling joists in one-story and second-story business buildings shall be not less than two inches by eight inches at 16-inch centers.
   (L)   Studs. All studs must be not less than two inches by four inches at 16-inch centers.
   (M)   Top plates. All top plates shall be two two inches by four inches, one at top of each.
   (N)   Rafters. Rafters must be not less than two inches by six inches at 16-inch centers on pitched roofs. On flat roofs, rafters shall be not less than two inches by eight inches at 16-inch centers.
   (O)   Ceilings. All ceilings in business buildings shall be not less than eight feet.
   (P)   Chimneys. All chimneys on business buildings shall be constructed in accordance with the requirements set forth in § 150.045(K).
   (Q)   Sanitary facilities.
      (1)   All premises used for restaurant, tavern, dance hall, skating rink, theater or other purposes to which the public is admitted for the purposes of eating, drinking, recreation or entertainment shall be equipped with at least two wash rooms with toilet facilities and wash stands, one for male and one for female use.
      (2)   Each such room shall be kept in a clean and sanitary condition and shall be adequate in accommodations for the capacity of the establishment.
   (R)   Fronts. The fronts of all buildings built for commercial or industrial use within the village, when the buildings are constructed on lots next adjacent to or abut upon North Avenue, Lake Street or Mannheim (La Grange) Road, shall be constructed of or faced with glass block, pressed brick, lannon stone or other similar material subject to the approval of the Village Board of Trustees.
   (S)   Roofing.
      (1)   Any repairs made to a roof which exceed 40% of the square footage of the roof will require replacement of the entire roof.
      (2)   Any repairs to a roof shall be made to match the existing shingles of the roof. If such repair cannot be made to match the existing shingles, the entire roof shall be replaced unless the requirement to repair the roof to match the existing shingles is waived by the village.
