Copies of plans and specifications and a lot plan showing the location of the proposed building and of every existing building thereon shall accompany every application for a permit and shall be filed in duplicate with the Inspector; provided, the Inspector may approve the issuance of a permit without plans or specifications for garages or small or unimportant work.
