§ 119.37 MAINTENANCE OF RECORDS.
   (A)   Every licensee shall keep a record book in which shall be legibly written in ink at the time of each loan an accurate account and description in the English language of the goods, articles or thing pawned or pledged, the amount of money loaned thereon, the period of pledging the same, the rate of interest to be paid on the loan and the name and residence of the person pawning or pledging the goods, article or thing. The entry shall also include the serial number or identification number of items received which are required to bear the number. No entry made in the book shall be erased, mutilated, obliterated, changed or defaced for any reason.
   (B)   Whenever any licensee shall buy any secondhand furniture, metals or clothes, or any other article or thing whatsoever, the same shall be recorded in the same manner as a pledge, and the record shall show the time of the purchase, the amount paid for the article or thing, and the name and residence of the person selling the article or thing. No entry made in the book shall be erased, mutilated, obliterated, changed or defaced for any reason.
   (C)   Every pawnbroker shall require two forms of identification to be shown by him or her by each person pledging, property or selling any goods, articles or other things to the operator. One of the two forms of identification must include business his or her residence address. These forms of identification shall include, but not be limited to, any of the following: driver’s license, Social Security card, utility bill, employee or student identification card, credit card or a civic, union or professional association membership card.
   (D)   The aforesaid book shall at all times be open to the inspection the Chief of Police of the village or any member of the Police Department of the village.
