§ 116.01 UNLAWFUL OPERATION.
   (A)   It shall be unlawful for any vehicle to solicit business, or to accept for transportation any passenger or otherwise operate as a livery vehicle within the village, unless the vehicle has been issued “livery vehicle” registration plates by the Office of the Secretary of State of the State of Illinois, which have an “LY” suffix as set forth in 92 Ill. Admin. Code § 1010.430.
   (B)   It shall be unlawful for any vehicle to solicit business, or to accept for transportation any passenger or otherwise operate as a livery vehicle within the village, unless either:
      (1)   The vehicle has been issued a valid village livery vehicle licence; or
      (2)   Arrangements for the transportation of the passenger were made in advance by the passenger, or someone acting on his or her behalf.
