§ 113.23 DUTY OF ADMINISTRATIVE OFFICIAL.
   Upon receipt of the materials described in §§ 113.21 and 113.22, the Administrative Official shall direct the Village Clerk to issue to the applicant a license to engage in, conduct or carry on a massage establishment, unless the Official finds:
   (A)   The operation of the massage establishment as proposed by the applicant, if permitted, would not comply with the applicable laws of this state and the village, including, but not limited to, the Building, Health, Planning, Housing, Fire Prevention and Zoning Codes and any other applicable ordinances of the village;
   (B)   The applicant or any other person who shall be directly or indirectly engaged in the management and operation of the massage establishment has been convicted of:
      (1)   A felony;
      (2)   An offense involving sexual misconduct with children; and/or
      (3)   Any provision of ILCS Ch. 720, Act 5, §§ 11-6 through 11-22.
   (C)   The operation of the massage establishment as proposed by the applicant, if permitted, would violate the provisions of this chapter.
