§ 96.15 OPENINGS.
   (A)   It shall be unlawful to construct or maintain any opening or stairway in any public street or alley or sidewalk or other public place without a permit from the Village President and Board of Trustees.
   (B)   All lawfully maintained openings shall be guarded by a suitable strong cover or railing to the approval of the Director of Public Works.
