§ 95.20 DUTIES OF DIRECTOR OF PUBLIC SAFETY AND HEALTH OFFICER.
   (A)   It shall be unlawful for any person, firm or corporation to permit or maintain the existence of any nuisance on any property under his, her or their control. The Director of Public Safety and the Health Officer are each hereby authorized to abate any nuisance existing in the village, whether the nuisance is specifically recognized by ordinance or not.
   (B)   It shall be the duty of the Health Officer to serve notice, in writing, upon the owner, occupant, agent or person in possession or control of any lot, building or premises in or upon which any nuisance may be found or who may be the owner or cause of any nuisance requiring abatement in a manner as the Health Officer shall prescribe, within a reasonable time. It shall not be necessary in any case for the Health Officer to specify in the notice the manner in which any nuisance shall be abated. The notice may be given or served by any officer so directed.
   (C)   It shall be the duty of the Health Officer to proceed at once upon the expiration of the time specified in the notice described in division (B) above to cause the nuisance to be abated; provided, whenever the owner, occupant, agent or person in possession or control of any premises in or upon which any nuisance may be found is unknown or cannot be found, the Health Officer shall proceed to abate the nuisance without notice. In either case the expense of the abatement shall be collected from the person who may have created, continued or suffered the nuisance to exist, in addition to any penalty or fine.
