§ 91.29 DEFECATING ON PUBLIC OR PRIVATE PROPERTY.
   No person shall cause or permit any dog or cat owned by him or her to create a nuisance by defecating or urinating upon any public street, sidewalk or other place or upon any premises not owned to controlled by the person owning or keeping the dog or cat. If the dog or cat does in fact defecate, the owner shall be responsible for removing the defecation and properly disposing of it.
