§ 91.28 MUZZLES OR LEASHES.
   (A)   Dogs. No owner of any dog within the limits of the village shall permit any dog to leave the premises of the owner at any time unless the dog is securely leashed or is muzzled in a manner as to fully prevent the dog from biting a person or animal.
   (B)   Cats. No owner of any cat shall permit any cat to leave the premises of the owner at any time unless the cat is securely leashed or is under the control of a person physically able to control the cat.
   (C)   No dogs or cats will be allowed to be leashed or unleashed in any yards or property at any given time in any unfenced or temporary fenced area. The fence must be able to contain a dog or cat.
   (D)   A dog or cat can be impounded if three or more citations have been issued. Owner may redeem the dog or cat after paid citations.
