(A) Upon the payment of the fee, the Village Clerk shall furnish the owner or keeper of each dog or cat so licensed with a license tag marked for both dogs and cats, which tags shall be numbered consecutively and shall be of a different design or pattern each year.
(B) Every dog or cat so owned, kept or harbored within the limits of the village shall be provided by its owner or keeper with a leather or chain collar to which the license tag shall be securely fastened.
