§ 91.25 LICENSES REQUIRED; FEE.
   Every person who owns, keeps or harbors a dog or cat within the limits of the village shall, during the month of January of each year or within ten days of the date from which the dog is acquired, report this fact to the Village Clerk, together with the name, breed, color and sex of every dog or cat so owned, kept or harbored by the person and shall pay to the Clerk as a yearly license fee, the sum of $0.00 for each dog or cat so owned, kept or harbored, regardless of sex age color or breed.
