§ 91.01 CRUELTY.
   (A)   No person shall treat any animal in the village in any cruel way.
   (B)   Any person who inhumanely beats, underfeeds, abandons or allows an animal to suffer from exposure to the elements of weather shall be deemed guilty of a violation of this section.
