(A) It shall be unlawful for any person, firm or corporation to break any seal placed on a water meter by the village or to tamper with any water meter, meter mite or any seal or fixture attached thereto by the village.
(B) Meters shall be left in the condition and manner as set by the village and it shall be unlawful for any person, firm or corporation to interfere, disturb, move or tamper in any manner whatsoever with the same unless so authorized by either the village or any agent of the Department of Public Works.
