(A) Application to have water turned on shall be made in writing to the Village Clerk and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use of the village water supply by the applicant. A fee of $5 shall be paid for turning on the water.
(B) A deposit of $5 shall be made with each application prescribed in division (A) above. This sum shall be retained by the village to ensure payment of all bills. When service to the applicant is discontinued permanently, this deposit, less any amount still due the village for water service, shall be refunded without interest; provided that, where any applicant for water service is the owner of the premises to be served, no deposit shall be required.
