Each person or operating facility within the village, other than a private residence, which will be used for the manufacture, processing or preparation of food or food products must install and use, at its own expense, a grease trap adequate to prevent a discharge of fats, oils and grease to village sewers in prohibited concentrations. Any facility in operation without a grease trap on the date of enactment of this subchapter shall be required to install and use a grease trap within 12 months of enactment.
