§ 51.01 CONNECTION OF DRAINS TO SEWER; PERMIT REQUIRED.
   No householder, property owner or other person in the village shall connect any private or house drains with the public sewer or drain in the village without first having made application in writing to the Director of Public Works for a permit to make the connections. The application must be made by the owner of the property it is desired to drain, or by his, her or their duly authorized agents, and it must be accompanied by a clear and exact description of the premises and of the character and location of the drains it is proposed to put in place, together with the number and location of all water closets, sinks, bath tubs, receiving basins and other sanitary fixtures it is designed to connect with same, which description must be left and placed on file in the office of the Director for future reference. Upon the approval of the application by the Director, he or she shall issue to the applicant a permit to connect the private or house drain with any public sewer or drain; provided, the applicant is justly and legally entitled thereto. No connections of sewer lines for residential buildings are permitted between November 1 of each year and March 15 of the following year.
