4-2-1: FINDINGS AND PURPOSE:
The Town Council has found that the unabated accumulation of weeds, unlicensed motor vehicles and other nuisances within the Town have created a potential danger to health, in that the said vehicles are a source of contamination or pollution to property and are a breeding place or habitation for insects, rodents and other forms of life deleterious to human habitation and are unsightly and deleterious to human habitation and their surroundings. Motor vehicles are expressly declared to be unsightly or deleterious when they are junked, wrecked, unlicensed, abandoned or inoperable and not kept within an enclosed structure or carport. Therefore, this chapter is for the purpose of establishing a means whereby the Town may cause that said weeds, unlicensed vehicles and other nuisances be regulated and removed, or abated, when necessary.
