The provisions of this chapter shall not apply to emergency situations, the lawful exercise of free speech, except as regulated herein by reasonable time, place and manner restrictions, and conduct permitted by license or permit of the Town, or otherwise authorized by law. In addition, this chapter shall not apply to agricultural equipment or operation, unless such equipment or operation is determined by the Town to constitute a nuisance from the negligent or improper operation of any such equipment or operation.
