(A) No owner, occupant, or person having the care of a building or lot of land, bordering on any right-of-way, shall permit the right-of-way to be encumbered with barrels, boxes, cans, articles, debris, refuse, or substances of any kind, so as to interfere with the free and unobstructed use thereof. Objects or devices placed in the right-of-way by residents to direct or obstruct vehicular travel are allowed only if an encroachment permit is obtained in compliance with the City of St. Matthews Public Works and Assets Policy.
(B) No owner, occupant, or person having the care of a building or lot of land, bordering on any right-of-way, shall permit it to be encumbered with grass, trees, or vegetative material of any kind, so as to interfere with the free and unobstructed use thereof. The “sight triangle” described by the applicable zoning regulations at each intersection shall be kept unobstructed from vegetation. Branches, trees or shrubs shall not encroach upon any sidewalk and a clear-space, eight feet in height and as wide as the sidewalk shall be kept unobstructed.
