§ 152.20 PERMITS FOR ERECTION OF BILLBOARDS.
   (A)   No billboard shall be erected in the city without a permit having been first approved by the city council.
   (B)   No sign advertising any person, place, activity, product, or buisness shall be erected or placed in the city without a permit having been first approved by the city council.
   (C)   This section shall not apply to a sign painted on or applied to the surface of a billboard or building.
   (D)   The permits provided for in this section may be approved and issued by one or more members of a committee of 4 of the members of the city council, appointed by the mayor. If a majority of the committee are unable to agree on the issuance of the permit, the application shall be submitted to the full council for appropriate action.
