§ 10.04 DEFINITIONS AND RULES OF INTERPRETATION.
   In the construction of this code and of all ordinances of the city, the following definitions and rules of construction shall be observed, unless they are inconsistent with the intent of the council or the context clearly requires otherwise:
   (A)   "AND" or "OR." Includes the other as if written "AND/OR."
   (B)   "CITY," "MUNICIPAL CORPORATION" or "MUNICIPALITY." The municipality of St. Matthews irrespective of its population or legal classification.
   (C)   "CODE" or "CODE OF ORDINANCES." The city code as adopted by this ordinance, and as hereinafter modified by amendment, revision, and by the adoption of new titles, chapters, or sections.
   (D)   "COUNCIL" or "CITY COUNCIL." The council of the city of St. Matthews.
   (E)   “DOMESTIC.” When applied to corporations, partnerships, limited partnerships, or limited liability companies, refers to all those incorporated or formed by authority of this state.
   (F)   “FOREIGN.” When applied to corporations, partnerships, limited partnerships, or limited liability companies, includes all those incorporated or formed by authority of any other state.
   (G)   "MAY." Is permissive.
   (H)   "MONTH." A calendar month.
   (I)   “PARTNERSHIP.” Includes both general and limited partnerships.
   (J)   "PERSON." May extend and be applied to bodies politic and corporate, societies, communities, the public generally, individuals, partnerships, registered limited liability partnerships, joint stock companies, and limited liability companies.
   (K)   "PROPERTY." Includes real and personal property.
   (L)   "OWNER." Applied to a building or land shall include any part owner, joint owner, tenant in common, tenant in partnership, joint tenant of the whole or a part of such building, or land, either alone or with others.
   (M)   "REVISED STATUTES" or "KRS." Refers to the Revised Statutes of Kentucky.
   (N)   "SHALL." Is mandatory.
   (O)   Words denoting the masculine gender shall be deemed to include the feminine and neuter genders.
   (P)   Words in the singular shall include the plural, and words in the plural shall include the singular.
   (Q)   A general term following specific enumeration of terms is not to be limited to the class enumerated unless expressly so limited.
   (R)   Each tense shall include every other tense.
