§ 70.10 ENFORCEMENT.
   (A)   It shall be the duty of the traffic division in the police department, of this city, acting under the supervision and control of the chief of police, with such aid as may be required or rendered by other members of the police department to direct all traffic in conformance with this traffic code and to enforce the traffic regulations as set forth in this traffic code, to make arrests for traffic violations, to investigate accidents and to cooperate with the chief of police and other officers of the city in the administration of the traffic laws, and in developing ways and means to improve traffic conditions.
   (B)   The traffic division shall keep a record of all violations of this traffic code of which any person has been charged together with a record of the final disposition of the alleged offenses. The record shall be maintained to show all types of violations and the total of each, and the traffic division shall annually prepare a traffic report to contain information on the number of traffic accidents, traffic accident data, together with plans and recommendations of the traffic division for future traffic safety activities.
   (C)   The traffic division shall submit summarized reports to the mayor, the chief of police, the director of finance and the judge of the police court of all notices issued and arrests made for violation of any of the provisions of this traffic code, and the final disposition of notices, charges and cases, or the present status of every case of violation of this traffic code, and of all fines collected by the traffic division under the authority of this traffic code, and shall account for and pay to the clerk of the police court any and all fines so collected by the traffic division under authority of the traffic code.
