§ 50.01 REQUIREMENTS OF RESIDENTS TO PROPERLY PREPARE GARBAGE FOR COLLECTION.
   (A)   Waste material means ordinary garbage, paper, rag, excelsior, wrapping and packaging material.
   (B)   It shall be the duty of the occupant of residential, business, commercial, or industrial premises to provide one or more containers for waste material, and to deposit all waste material in a container. The container shall be of a substantial construction, with tight fitting covers, and suitable for safe handling, and maintained in good condition.
   (C)   Waste containers shall be kept covered at all times with a tight fitting lid except when they are being filled or emptied. It shall be unlawful for a person to remove the cover from a waste container without promptly replacing same.
   (D)   No person shall throw, place, or deposit waste material in any street or other public place, or on any public or private property, except in proper waste containers. No person shall upset or turn over the contents of any waste container without immediately replacing it.
   (E)   No person shall permit the premises occupied or used by him to become and remain littered with waste material in such a manner as to constitute a public nuisance.
   (F)   It shall be unlawful to set out for curb-side collection, garbage, yard waste, recycling, large items, limbs, or junk more than 24 hours in advance of the normal collection date. Any carts, cans or containers must be moved back from the curb to the principal structure or garage within 24 hours after collection. Any garbage, yard waste, recycling, large items, limbs, junk, or anything else set out, but which was not collected, or refused for collection, must be removed from the curb and brought back to the residence within 24 hours of the pickup for which it was set out for collection. The city may grant additional time for items set out for "bagster" type collection, as long as the resident can show the "bagster" was properly loaded, located properly for pickup and the collection company has been timely notified to make the pickup.
