Pursuant to KRS 92.330, the purpose of this subchapter is to fund the cost of government services that are essential to the successful operation of commercial enterprise in the city; including, but not limited to, police protection, sanitation, public works, the maintenance and capital improvement of the public infrastructure, which is used daily by the business community and its patrons. All revenue received from the payment of license taxes and penalties required by this chapter shall be paid into and become a part of the general fund of the city to be used for the general operating expenses of the city.
