§ 110.05 CITY CLERK TO ISSUE LICENSE.
   Every person desiring to obtain a city license for any of the businesses enumerated shall apply for a certificate to the City Clerk, and the person to whom the license certificate is issued shall pay the required fee to the City Clerk upon certificate of license. The certificate shall be evidence of the fact that the license tax has been fully paid. The license certificate shall be void and of no effect without the signature of the City Clerk.
