It shall be unlawful for any person to park a motor vehicle, or to stop a motor vehicle, except for loading or unloading of passengers, on Shelbyville Road between St. Matthews Avenue and Willis Avenue on the west and the Watterson Expressway on the east, which road shall include a 12-foot strip on the north side of the paved portion of the road and a 12-foot strip on the south side of the paved portion of the road.
