§ 31.02 MEETINGS.
   (A)   Regular meetings of the council shall be held at least once each month at such times and places as are fixed by ordinance. Special meetings of the council may be called by the mayor or upon written request of a majority of the council. In the call, the mayor or council shall designate the purpose, time, and place of the special meetings with sufficient notice for the attendance of council members and for compliance with KRS Chapter 61. At special meetings no business may be conducted other than that set forth in the designation of purpose. The minutes of every meeting shall be signed by the city clerk and by the officer presiding at the meeting.

   (B)   Caucus meetings.
      (1)   In addition to the regular meeting heretofore fixed by ordinance, the city hereby establishes an informal meeting to be held at 10:00 a.m. each Saturday, and at 5:00 p.m. on the first and third Tuesday of each month, which meeting shall be referred to as a caucus meeting.
      (2)   Attendance at the caucus meeting shall be open to the public; however, the attendance of the city council members shall not be mandatory.
      (3)   The caucus meeting established in division (B)(1) of this section shall be held at the city hall.
      (4)   The taking of minutes at the caucus meeting shall not be required.
      (5)   No final action shall be taken at a caucus meeting unless the caucus meeting also qualifies as a special meeting of the city council pursuant to applicable provisions of Kentucky Revised Statutes.
