1705.06  POWERS AN DUTIES OF BUILDING AND SAFETY INSPECTOR; WITHDRAWAL OF BUILDING PERMIT.
   (a)   At any time during the tenure of any building project contemplated by this article, the Building and Safety Inspector shall have the right to enter upon the premises of such project in order to determine whether the requirements prescribed in Sections 1705.02 and 1705.03 are being observed.  If, in the opinion of the Building and Safety Inspector, the holder of the building permit is not operating in conformity with such code requirements, the Building and Safety Inspector shall have the right to withdraw the building permit from the holder thereof and thereby order the project terminated until such time as the identified violations shall have been corrected.
   (b)   In the event that any person shall begin work for which a building permit is required without benefit of such permit or in the event the person from whom such building permit shall have been withdrawn shall continue building operations notwithstanding withdrawal of his building permit, such fact shall be immediately reported to the common council.  Upon such report, the common council may, in its discretion, instruct the Building and Safety Inspector to make complaint of his violation, in due and proper form before the municipal court judge, seeking the issuance of a Warrant for violation(s) of this article.
