In the construction, repair, alteration, moving or demolition of any building or other structure, or any part of any building or other structure, the specifications to be met, the materials to be used, the methods to be employed and the standards of workmanship, shall conform to the standards set forth in the following state codes, which said state codes are adopted by reference as though they were copied herein fully: Section 13, Chapter 12, Chapter 8 of the Code of West Virginia, 1931, as amended, and the State Building Code as provided for in Section 5b, Article 3, Chapter 29 of the Code of West Virginia, 1931, as amended.
