The Board of Zoning Appeals shall fix a reasonable time for the hearing of an appeal. Public notice of the hearing shall be given in the manner specified in Section 1305.03. Notice shall also be given, by registered mail to all persons who own property within a three block radius of the affected area and a sign shall be posted on the affected premises, indicating the date, time, and place of the hearing.
