(a) A person desiring the approval of a plat shall submit a written application for approval, together with a copy of the proposed plat, to the Planning Commission.
(b) Upon receipt of the application, the Planning Commission, if it tentatively approves the application shall set a date, time and place for a hearing, notify the applicant in writing, and notify by publication in the manner specified in Section 1305.03.
