No garbage shall be picked up under this article for the fees stated in Section 951.06 unless placed in clean, drip-proof containers, no greater in size than thirty-three (33) gallons, with lid affixed thereon, and unless the name of the user readily appears upon such containers. All other trash, rubbish and waste materials shall be picked up except dead animals, trees, buildings, sheds, or other large items which would exceed an ordinary truck load. The City Manager is hereby authorized to contract on behalf of the City for removal and disposal with the user or resident, and to remove and dispose of same. Waste materials that exceed an ordinary truck load shall be charged for at the rate of fifteen dollars ($15.00) per hour, and adjusted proportionately thereto, in fifteen minute increments, at a rate of four dollars and fifty cents ($4.50) per cubic yard.
