The rates and charges for the collection, removal and disposal of garbage and rubbish for the users of such service are as follows:
(a) For each household unit, including trailers, and such apartment, eight dollars ($8.00) plus one dollar ($1.00) per bag for each 33 gallon drip-proof plastic bag. Each bag must display a sticker and which said sticker may be obtained at the City Building of the City of St. Marys, West Virginia. Every bag must be placed at curb site.
(b) All other uses, including commercial and industrial users, shall be charged as follows:
(1) Users that require one pick-up per week shall be served at a rate of seven dollars ($7.00) per pick-up for each cubic yard or portion thereof.
(2) Users that require two pick-ups per week shall be served at a rate of seven dollars ($7.00) per pick-up for each cubic yard or portion thereof.
(3) Users that require three pick-ups per week shall be served at a rate of seven dollars ($7.00) per pick-up for each cubic yard or portion thereof.
(4) Users that require daily pick-ups per week shall be served at a rate of seven dollars ($7.00) per pick-up for each cubic yard or portion thereof.
(c) In the event a commercial user has a dumpster, they shall pay the following rates:

(d) No commercial or other enterprise shall be charged the household rates other than fraternal organizations, religious organizations, and the Pleasants County Library.
(e) Dumpsters may be rented from the City on a temporary basis with the following charges: a setup fee of twenty dollars ($20.00), a rental fee of five dollars ($5.00) per day and a thirty-five dollar ($35.00) fee for each pickup by the City. All persons, firms and corporations renting dumpsters will comply with all rules and regulations of the City Manager regarding such dumpsters.
