The users of such City services are hereby declared to be the occupiers of premises abutting the streets and alleys of the City, and that portion of West Virginia State Route No. 2 defined in Section 917.01, whether as owners or tenants. It shall be the responsibility of all owners of said real estate to pay the fees provided for herein of any tenant of said property who fails to pay said fees. The City Recorder shall provide a list of tenants who have failed to pay said fees and the amount owed to the owner of said real estate.
