917.01 SERVICES ESTABLISHED.

The service of street flushing, cleaning, sweeping, grading and general maintenance shall be rendered on all public streets and avenues within the City, including that portion of West Virginia State Route No. 2 from the southern border of the City north to Middle Island Creek. (1972 Code §18-4-1.)
