909.10  COLLECTION OF ASSESSMENTS; LIENS.
   (a)    Immediately upon the assessments, provided for by this article, becoming final, the City Recorder shall make out bills against the owners for the amounts due from them respectively and shall immediately proceed to collect the same.
   (b)    All sums of money expended for paving or repairing, under the provisions of this article, shall be a lien upon the lot or fractional part of lots, against which they are severally assessed, and shall bear interest at six percent (6%) per annum from the time such assessments become final. Such lien may be enforced by a suit in equity in the name of the City in any court having jurisdiction thereof or may be collected by a suit at law before any court or justice of the peace having jurisdiction thereof; or collection thereof may be enforced as provided in West Virginia Code 8-8-1.
   (c)    The rights conferred by Section 909.08 to 909.10, are hereby declared cumulative and shall not be exhausted as to any particular street or alley by reason of having been exercised. (Passed 4-2-63.)
