In each case of violation of article, the City Manger may, upon giving not less than five days notice to the owner, cause such decayed or dead trees and limbs to be cut and removed and all expenses incurred by the City shall be chargeable to and paid by the owner of such property and the expenses so incurred shall constitute and be a lien on the property.
